Cabrillo College is seeking a Director, Career Education & Strategic Partnerships who under direction from the Dean, Career Education and Workforce Development, plans and directs the operations of the grants, educational programs, services and activities related to career education, job training and workforce development; provides leadership support to all aspects of apprenticeships, work experience, and work-based learning; assists in aligning resources with the Strong Workforce Plan (SWP), and the District's strategic goals, with emphasis on the Student Equity Plan and HSI Taskforce recommendations; and performs related duties as assigned.

COMPENSATION AND BENEFITS:

Salary:
Full-time administrative/management assignment (223-day work year), 12 months per year, Monday through Friday 8:00 a.m. - 5:00 p.m., with evenings and/or weekends as needed. Current eight-step schedule ranges from $109,173 to $153,618 per year. Salary placement is determined by documented education and experience. A doctoral stipend of $4,775 per year is provided to eligible employees. Position scheduled to begin as soon as possible, pending funding and Governing Board ratification. Cabrillo is unable to sponsor work visas.

Cabrillo College currently provides a generous benefit stipend for employees plus dependents that employees apply towards benefit selections for medical, dental, vision (optional) life, and short-term/long-term disability insurance provided at a share of cost on a pretax basis, PERS Retirement and an employee assistance program (EAP). Depending on health plan selections, in many cases full-time employee net out-of-pocket for benefit premiums may be as low as $0.

Classified administrators are required to join the Public Employee's Retirement System (PERS) and as such must contribute 8% of their monthly salary to PERS on a pre-tax basis. Please see the Benefits link on the HR webpage for more information.

Work-Life Balance:
This opportunity is a full-time assignment, 12 months per year. Cabrillo administrators enjoy a 223-day work schedule, which equates to an average of 18 self-selected non-work days, 19 set holidays, 3 individual responsibility days off annually, 12 days of sick leave accrue annually, 7 days of which can be used as Personal Necessity.

Examples of Duties

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

  • Plans, organizes, directs, manages, integrates and evaluates the work of staff; with administrators, managers and staff, develops, implements and evaluates annual program plans, goals and objectives to achieve assigned goals and objectives; contributes to development of annual general-fund and grant-funded budgets and tracks performance against funding allocations to ensure compliance with legal mandates; provides leadership to the development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.
  • Manages the performance of assigned staff; establishes performance requirements and professional development targets; regularly monitors performance and provides coaching for performance improvement and development including performance evaluations; responds to grievances; approves overtime/compensatory time and accurate reporting of absence time; subject to concurrence by senior management and Human Resources, takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Administrative Procedures, Human Resources procedures and collective bargaining agreements; performs other activities relevant to the supervision of assigned staff.
  • Manages and directs all operational functions of CE grants such as SWP, Perkins, Apprenticeships, and other grants and projects, including the development and management of annual work plans, budgets, and preparation of reports in accordance with regional, state and federal requirements/regulations.
  • Evaluates SWP program performance in areas of enrollment, completion, transfer and employment outcomes; oversees the development of web-based systems and processes to collect, track and monitor SWP metrics across instructional programs and services.
  • Works with CE faculty to develop new curriculum and programs in new and emerging occupational areas.
  • Collaborates with regional employers, community colleges and workforce and economic development agencies on regional workforce development strategies, programs and engagement to be implemented by the District; acts as liaison to, and builds partnerships with, regional and county officials, employers and other community colleges to implement workforce development educational initiatives.
  • Provides support to career services across program areas such as the Employment & Internship Office, the Instructional and Student Service divisions in order to coordinate and implement aligned academic and student services and activities.
  • Provides full oversight of the District's SWP and Perkins funding, and other state and federal funding; develops and implements processes for departments to apply for funding; develops, updates and supports the publication of the District's CE and workforce development plans; ensures accuracy of fiscal management processes including budget planning, expenditure management, auditing and appropriate usage of grant funds; develops and submits mid-year and annual budgets to the District, State Chancellor's Office and other funding sources; ensures District compliance with mandated program and reporting initiatives, requirements and regulations.
  • In collaboration with deans, directors, faculty and staff, facilitates coordination and alignment of CE and workforce development programs and curriculum with local and regional K-12 programs, Regional Occupational Programs, Adult Education programs, and programs at other colleges in order to enhance student career opportunities and success.
  • Stays abreast of relevant trends and engages in personal professional development programs and activities to maximize contributions to the District and the community.
  • Makes presentations to the Board of Trustees, Cabinet and to other District groups.
  • Demonstrates sensitivity to and understanding of diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation and ethnic backgrounds of community college students, faculty and staff.

Minimum Qualifications

EDUCATION AND EXPERIENCE

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
  • Understanding of, and sensitivity to, the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation, of community college students, faculty and staff; AND
  • A bachelor's degree from an accredited college or university with applicable coursework; AND
  • Three (3) years of increasingly responsible experience, with experience in grants management in an educational setting; OR
  • An equivalent combination of training and experience.

Desirable:
  • Experience in CE grant management.

  • Develop and implement appropriate procedures and controls.
  • Prepare clear, concise and comprehensive correspondence, reports, studies and other written materials.

  • Represent the District effectively in dealings with representatives of funding agencies and other District and community partners
